Dr Fauci said COVID-19 was a "very very low risk to the United States." That's who didn't really think a pandemic would happen. The US failed to contain the pandemic when Dr Fauci told Americans not to masks, and didn't take it seriously enough to recommend shutdown in time.

Joe Biden's story about being unprepared for a pandemic was misdirected. The US failed to contain the pandemic mainly because of not using masks - Dr Fauci and the Surgeon General said not to use masks - and a failure to shut down on time because they didn't take it seriously.
