Actually it’s because they thought more people would be vaccinated. But selfish, misinformed people didn’t get vaccinated, and the virus mutated (like virus do) so now we are back to this. It’s THAT simple.

this is a new disease, and a new vaccine and the data is unfolding. It doesn't strike me as suspicious, nor political that recommendations will evolve based on new data.

Less was known about the spreadability of the Delta variant two months ago, and it didn't become the dominant strain in new infections in the US until more recently than that. Seems pretty obvious or easily Google-able.
